How Resale Pricing Actually Works
Unlike some private property transactions, HDB resale doesn't start with an official valuation. Buyer and seller negotiate and agree a price, sign the Option to Purchase, and only then is a valuation requested from HDB. That valuation determines how much can be financed by loan and CPF — not the agreed price itself.
