ABSD is charged on top of standard Buyer's Stamp Duty, and the rate depends on your residency status and how many residential properties you already own. Here's exactly how it's worked out, and where people usually get the count wrong.

What Counts As Your Existing Property

The ABSD rate you pay is based on the total count of residential properties you own at the time of the new purchase, including overseas residential property and any share of jointly-owned property. It's assessed per buyer, so if you're buying with someone else, each person's existing property count matters, and the higher applicable rate can apply to the whole purchase.

Rates are under the schedule effective 27 April 2023 and apply to the full purchase price or market value, whichever is higher.

  • Singapore Citizen — 1st property0% ABSD.
  • Singapore Citizen — 2nd property20% ABSD.
  • Singapore Citizen — 3rd and subsequent property30% ABSD.
  • Singapore Permanent Resident — 1st property5% ABSD.
  • Singapore Permanent Resident — 2nd property30% ABSD.
  • Singapore Permanent Resident — 3rd and subsequent property35% ABSD.
  • Foreigner — any property60% ABSD.
  • Entity (company, society, trust) — any property65% ABSD.

Where Buyers Get The Count Wrong

ABSD Remission For Married Couples

A Singapore Citizen married to another Singapore Citizen may qualify for ABSD remission when buying a second residential property, if they sell their first property within 6 months of the second purchase, or within 6 months of the second property's completion for a property bought off-plan. This doesn't remove the requirement to pay ABSD upfront — it's typically paid first, then refunded once the sale condition is met.

Does ABSD apply if I already own an HDB flat?

Yes. If the new purchase will be a second residential property, ABSD applies on top of standard Buyer's Stamp Duty, regardless of whether the first property is HDB or private.

Can I get ABSD back if I sell my first property later?

Singapore Citizen married couples may qualify for ABSD remission if they sell their first property within 6 months of the second purchase, subject to conditions. It must be applied for — it isn't automatic.

Does buying under a company change the ABSD rate?

Entities, including companies buying residential property, generally pay a flat 65% ABSD rate rather than the tiered rates that apply to individual buyers.
